Andy is the Managing Partner of the Government Relations practice at FS Vector, where he works with financial institutions, trade associations, and companies navigating the complexities of public policy and Federal government relations. He advises clients on government relations strategy, regulatory engagement, and legislative affairs, drawing on deep relationships across Congress and the financial services regulatory community.

He previously served as Senior Vice President at the Smith-Free Group, a bipartisan government relations firm in Washington, D.C., where he led the financial services practice for five years. Earlier, he served as the lead Democrat at the Financial Services Roundtable (now the Bank Policy Institute), where he played a significant role in the passage of the Terrorism Risk Insurance Act, the Fair and Accurate Credit Transactions Act, and the America Invents Act. Andy's government service includes an appointment to  the Office of the United States Trade Representative, where he served as Deputy Assistant USTR for Congressional Affairs, and on the staff of Representatives William D. Ford (D-MI) and Bart Stupak (D-MI), respectively.

Andy earned a B.A. from Ithaca College.
