Evey Guo

Evey is a Principal in FS Vector's Advisory practice and an expert on bank and trust company chartering. She works with clients from early-stage charter option analysis through application submission and regulatory engagement across a range of federal and state charter types, including national trust bank (NTB) charters, industrial loan company (ILC) charters, and state innovation bank and payments charters. Her work has contributed to successful bank license approvals and bank openings.

Her chartering practice draws on deep familiarity with OCC expectations for de novo NTB applicants and institutions pursuing NTB charter conversions. Her work includes drafting business plans, building governance and compliance frameworks, and addressing information requests and feedback from regulators. She has also prepared application materials for bank mergers and acquisitions. Her clients span consumer banking, payroll processing, merchant acquiring, banking as a service, digital assets custody, tokenization and stablecoin issuance, asset management, and AI-driven financial services, among others. She has supported clients through post-conditional-approval examination preparation and bank opening, and advises foreign fintechs and their parent companies on Bank Holding Company (BHC) Act considerations in connection with U.S. bank charter applications.

Beyond chartering, Evey helps fintechs navigate the compliance and risk management demands of bank partnership programs.

Prior to joining FS Vector, Evey was a Principal at Promontory Financial Group, where she advised bank and non-bank clients on U.S. chartering and licensing strategies and executed end-to-end charter application processes. She also supported financial institutions through large-scale regulatory remediations.

Evey earned a master's degree in finance from the University of Maryland, College Park and a bachelor of finance from Nankai University.
