Adam has more than 25 years of financial services policy experience, including positions on Capitol Hill and with the Federal Reserve and firms in the banking and digital assets/blockchain sectors.
Most recently, he was Global Head of Government Relations for the Stellar Development Foundation (SDF), which supports the Stellar blockchain. In this role, Adam represented SDF before policymakers domestically and abroad on issues including regulatory clarity, market structure, layer one blockchains, stablecoins, tokenization, and DeFi. Prior to joining SDF, Adam was Director of Federal Government Affairs at Citigroup, where he was responsible for managing capital markets and consumer banking issues before Congress and the administration.
Before joining the private sector, Adam worked on Capitol Hill for 16+ years and, for the last five years of his service, served as Chief of Staff for Rep. Nydia Velazquez (D-NY) and as Staff Director for the Committee on Small Business. Adam managed all areas of Rep. Velazquez’s personal office and the Committee, including legislative strategy and policy development and key relationships with leadership and the administration. In 2019, Adam was selected as a Stennis Congressional Senior Staff Fellow.
Before coming to the Hill, Adam was on the staff of the Federal Reserve Board of Governors in Washington, DC, and worked at PriceWaterhouseCoopers LLP. He holds a B.A. in Political Science from Rutgers College and an M.P.P. from the College of William and Mary.
